La Mishima Zaibatsu est sur le point de contrôler le monde virtuellement par des achats d'armements de tous côtés. Cette société, sous le contrôle de Heihachi Mishima et de son fils adoptif, Lee Chaolan, organise un tournoi d'arts martiaux sur une île afin de tester ces armes. Pour gagner le tournoi et le million de dollars à la clé, il faudra cependant vaincre Heihachi. Jun Kazama et Lei Wulong, deux enquêteurs, vont s'introduire dans le tournoi afin d'en apprendre plus.
